Permanent Placement vs. Contract Staffing: Which Fits Your Hiring Need?

Every hiring decision starts with one question. Does this role need someone for the long term, or for a defined period? For companies hiring in Singapore, both permanent placement and contract staffing are common, and each suits different situations.

What is the difference?

With permanent placement, a recruitment partner finds the candidate and you employ them directly. The person joins your payroll, your benefits scheme and your team for the long term.

With contract and interim staffing, a professional works with you for a set period or a specific project. The staffing provider manages recruitment, onboarding, payroll, HR administration and compliance with Ministry of Manpower (MOM) regulations, while you manage the day-to-day work.

When permanent placement fits

Permanent hiring makes sense when the role is core to the business. This includes roles that hold key client relationships and functions you plan to grow.

It also suits companies with a clear long-term plan for Singapore expansion. If you are building a local team or replacing key roles, permanent hires give you stability and continuity.

The trade-off is commitment. A permanent hire carries ongoing salary and benefit costs, and a wrong hire is expensive to correct.

When contract staffing fits

Contract and interim staffing works well when the need is time-bound or urgent. Common examples include:

  • Project-based work with a fixed end date

  • Maternity or temporary cover

  • Business expansion or restructuring

  • Urgent skill gaps

For companies in the early stages of Singapore market entry, contract staffing can be a practical first step. You get experienced people in place quickly without building HR, payroll and compliance processes from day one.

The trade-off is continuity. Contract professionals move on when the assignment ends, and knowledge can leave with them unless handover is planned.

Questions to help you decide
  1. How long will the need last? A short, defined period points to contract. An ongoing need points to permanent.

  2. How central is the role? Roles tied to strategy, clients or long-term growth usually benefit from a permanent hire.

  3. What admin capacity do you have locally? Without an HR setup in Singapore, contract staffing removes the payroll and MOM compliance workload.

Try and Hire

Some companies want a permanent hire but prefer to see the person in the role first. The Try and Hire model allows the company to assess a candidate's skills, performance, and suitability during an initial temporary employment period before offering permanent employment. This approach reduces hiring risks, ensures a better fit for the role and team, and supports more informed long-term hiring decisions.
